Aquarium plants for a 15-gallon tank 1.5 inches in normal soil?

I wrote about the X-Lite EX8016 Maxus as "Choosing a compressor products from the editor" to our weekly HGTVPro HGTVPro.com new, but recently had the opportunity to use tool for any length of time. I have a Aqua-Tech 5-15gal filter, but still cloudy. 150 penguins with the filter that removes large correct, but it seems that fish are present too! the filter to do all recommend?? or other products?
