The use of a water heater in the gravel in a planted tank? Also, how to clean a tank already in use?

Hey, so today I have a beautiful Hagen Aquarium 25 gallons at craigslist.com for $ 45, and I am not set up after the summer but I have a question. As it has been used for the hermit crab who gave it to me with a stick on a heating pad that connects to the heat earth or gravel. I read online that under gravel heaters are good for the soil in a planted aquarium (I do a planted tank), so I use it? Is the type of heating you speak? It is said that is one of the Exo Terra (with a lizard in the middle, perhaps a letter) Vivarium Heater Rainforest Heat Wave, Voltage 120 volt 4 watts of power. Is this what I need or nice to have anyway? Is it safe for fish? I kind of need to know quickly, because I've removed and the adhesive is losing its effect, so if I'm going to do yet, it should be fast. This heater is not really intended to be in the tank, but below. I do not trust him under water, because it is simply not made for that, and I doubt it is impermeable. You could do exactly what he would do with reptiles and are seated on the buffer tank, and would be perfectly good and very useful. In general, planted tanks, the heated substrate are only the coils below the substrate, so that the roots not too cold, but it will work. I would say the tank rinse well and then rub it with vinegar or bleach. If you use vinegar, just rinse it again before putting something into it. If you use bleach, rinse well, taking a triple dose of dechlorinated water in it, dump it out and let air dry until that no smell of chlorine (which should dissipate within 24 hours).
